How minimum essential coverage differs from qualified health plans

There are two meanings within the definition of MEC; one as defined by the CMS and the other by the IRS.

  • CMS version – States that an employer must provide a health plan offering at least 60% actuarial value and offer all 10 essential health benefits
  • IRS version – Allows employers who offer plans of lesser value than the CMS version (Qualified Health Plan) to meet the requirements of the CMS version when an employer obtains acceptance from the employees on the lesser plan and that plan is sponsored by the employer. The IRS deems the employee and the employer to have met the requirement of ‘Minimum Essential Coverage’

MEC plans differ from QHPs in that they are less expensive. MECs offer healthcare coverage that is in accordance with the United States Preventive Task Force (USPF) schedules A & B for preventive care. It is also in compliance with the Affordable Care Act (ACA) under the IRS definition of minimum essential coverage. Aliera Healthcare offers some MECs that have hospital coverage in accordance with CMS requirements. It also has some that still meet the IRS requirements for MEC coverage that do not have hospitalization coverage. Employers have the opportunity to offer their employees full preventive coverage from choices that don’t have to kill the bottom line.

Aliera’s MEC plans cover regular preventive care for members with zero out-of-pocket costs and no deductibles for normal preventive procedures including flu shots. Depending on the plan that is chosen, members may have up to 5 primary care office visits per year that have just a $20 co-pay. For the in-between times, the MECs include telemedicine—unlimited appointments with U.S. board-certified doctors via telephone or video chat. Patients can even get prescriptions from the doctors, all in a comfortable and convenient setting. All preventive labs and diagnostics are also covered, along with most x-rays. Aliera’s minimum essential coverage plans even have chronic care for those suffering from diabetes, blood pressure issues, and cardiac problems. Basic eye and hearing exams are also covered.

For those times when the unexpected happens, Aliera’s MEC includes up to two urgent care visits per year. All the member is responsible for is the $20 co-pay.

Substantial savings to employers and employees

Aliera’s minimum essential coverage plans are ideal for companies that have over 50 full-time employees. It allows companies to offer affordable, preventive coverage that costs anywhere from $59 to $99 per month depending on the plan and number of people on the employee plan. On the employee side, an MEC has no deductible and only $20 co-pays for office visits, and members also receive an average of 35%-75% savings on all prescriptions. In addition, minimum wage job holders can have preventive coverage with a MEC plan.

Minimum essential coverage is not for everyone

Because MEC medical plans focus primarily on preventive and basic care, employees with cancer or severe health issues such as extreme chronic conditions are not ideal candidates for this type of coverage and should consider having a qualified health plan instead. The coverage from an MEC is not sufficient for their needs.
